The 9700VHZ option is presently unavailable. It is likely a new converter will be introduced before we go back to the 9700VHZ option. No, it is not necessary to change any parts for the VHZ option operation. It is controlled from within the EPROM Firmware; however it is only activated when the option printed-circuit-board is added. It wouldn't be too difficult to build one on a DIP IC experimenter's board and wire it in as a substitute VHZ option. The schematic and phantom image of the board is in the 9700K manual.

An IC experimenters board like this:

...makes it easy to make connections to an IC such as a DIP (dual-inline-package) 4051 as shown on the schematic. It is simply a matter of point-point connecting the parts as they are shown connecting on the schematic. Then, this board can be mounted to a MIDI2CV8 board similar to the way the vhz option board is, with hardware to space it up and over the main board, piggy-backed, with wires from the main board to this 'daughter' board. These wires are the jumpers I mentioned. It really isn't practical to have the option switch selectable since there are so many jumpers/wires between the two that would need to be opened/closed, and, there are parts installed or not and resistor values selected if the option is in place (this is the reason the rack-chassis is made to accommodate two MIDI2CV8 kits--one can be linear, v/oct and the other, exponential, v/hz).
If you decide to go with the MIDI2CV8 and constructing the vhz option, please don't hesitate to get back to me with any questions you might have.
As an aside, if you need only a single set of control signals for a volt/hz device, FatMan features this type of output from MIDI sent to it--and is an analog synthesizer too.
The 9700FRM or 9700RCK accessory items for an FR7 chassis module or a 19" rack-mount chassis are the ones that include a US-type 120vac to 12vac wall-mount transformer. There is an international version for the module accessory (9700FRMP), but not the rack chassis accessory. If you are only interested in the 9700K kit item for the MIDI2CV8 (circuit board, parts, wire, manual, etc) and not the panel or chassis accessories, then there is not a concern about ordering less the US-type power supply.

When shopping for a 12vac wall mount transformer, note any connector on the end of the part is not a concern as the instructions are to clip and solder the wires direct. Emphasize that you need ac output voltage on the device as dc output types are more common.
